censure: officially strong criticism

consensus: a general agreement about something

32. mount / surmount / paramount / amount / tantamount

surmount: to deal with (a problem or a difficult situation) successfully; to be placed at the top of something

tantamount: equal to something in value, meaning, or effect

33. defy / defer/ deter

defer: put off, delay, postpone

deter: to prevent (something) from happening
