《钦定宪法大纲》是光绪三十四年(1908年)中国晚清政府颁布的中国历史上第一部宪法性文件。大纲共23条，由“君上大权”和“臣民权利义务”两部分构成。由宪政编查馆参照1889年由明治天皇颁布的《日本帝国宪法》制定，删去了限制君权的条款，充分体现了“大权统于朝廷”的立法旨意。彼时光绪帝因戊戌变法失败被幽禁在中南海瀛台，所以是以慈禧的名义颁布。

Imperial Constitution Outline

The Imperial Constitution Outline was the first constitutional document promulgated by the government of the late Qing Dynasty in the 34th year of Emperor Guangxu. With a total of 23 articles, it was composed of two parts: "supremacy of the monarch" and "rights and obligations of the officials and civilians". Formulated by the Constitutional Compilation Bureau with reference to the Constitution of Japanese Empire promulgated by Emperor Meiji in 1889, it deleted the clauses on the limitation of monarchic authority and fully reflected the concept “authority rises above the royal court”. Since Emperor Guangxu was imprisoned at Yingtai, Zhongnanhai due to the failure of the Hundred Days’ Reform, it was promulgated in the name of Ci Xi, the empress dowager.
