Initiative of Grassroots

The term "initiative" refers to the innovative spirit, specifically the spirit of initiating proposals, plans and inventions and implementing them. The grassroots initiative is the people’s initiative since the masses are the creators of history and provide the radical motivation needed for social development. People’s pioneering spirit fully embodies the historical materialism, which outs people first. Giving due respect to the initiative of the grassroots and masses is a significant experience that has been gained in China’s reform and opening-up as well as a major means to carry forward reform.
