针对违反财务纪律、缺乏风险防范机制、公款消费和收卡受贿等突出问题，央行、监察部等七部委联合制定了《关于规范商业预付卡管理的意见》，国务院办公厅5月23日转发了这份文件。《意见》把预付卡分为多用途和单用途两种，规定购买记名商业预付卡和一次性购买1万元(含)以上不记名商业预付卡的单位或个人，由发卡人进行实名登记。为防止发卡人无偿占有卡内残值，方便持卡人使用，记名的商业预付卡不设有效期，不记名商业预付卡有效期不得少于3年，对超过有效期尚有资金余额，发卡人应提供激活、换卡等配套服务。

People purchasing large amounts of prepaid cards will soon have to reveal[u1]  their real names.

The latest move is aimed at preventing money[u2]  laundering, tax evasion[u3]  and bribery, according to an official document published by the State Council, China’s Cabinet, on its website on Wednesday.

Issuers[u4]  of prepaid cards should register[u5]  customers’ identities if they purchase at least 10,000 yuan ($1,500) in cards, or if the prepaid cards carry the names of the people who will use them.

In addition[u6] , the value of anonymous[u7]  cards should be below 1,000 yuan, while cards bearing the names of their users should not surpass[u8]  5,000 yuan.

文中的“prepaid card”就是“预付卡”的意思，“prepaid”是指“预先支付的”如：prepaid phone card是指“预付费电话卡”，广义的预付卡包括购物卡（shopping card）、代金券（coupon[u9] ）、服务卡(service card)、电话卡(phone card)等。商业预付卡实名制是为了防止洗钱（money laundering）、逃税（tax evasion）和行贿受贿（bribery）等。
