1、出入境检验检疫部门应当定期公布已经备案的出口商、代理商和已经注册的境外食品生产企业名单。

The entry-exit inspection and quarantine authorities should declare regularly the names of the registered exporters, agents and qualified foreign foods manufacturers.

2、食品生产者有义务确保其生产食品的安全。

Food producers are responsible for food safety of their products.

3、为进口货物的收发货人办理报检手续的代理人应当在商检机构注册;办理报检手续时应当向商检机构提交授权委托书。

Declaration agents entrusted by the consigners or consignees of import-export commodities should be registered by local CIQ and show the authorities the certificates of entrust when they declare.

4、进口的食品、食品添加剂以及食品相关产品应当符合我国食品安全国家标准。

Imported foods, food addictives and relevant products should meet the requirements set by the national food safety standards.

5、输入的动物、植物、种苗及其他繁殖材料，必须实施隔离检疫.

Imported animals, plants, seedlings or the other propagating materials must be isolated and quarantined.

6、进境动物、动物产品、种子、种苗及其他繁殖材料的，均需要事先提出申请，办理检验检疫审批手续。

Whoever imports animals, animal products, plant seeds, seedlings or other propagating materials must submit an application in advance and go through the formalities for examination and approval of quarantine and inspection.

7、向我国境内出口食品的境外食品生产企业应当经国务院出入境检验检疫主管部门注册。

Exporters of their agents exporting foods to China shall file a record with the exit-entry inspection and quarantine administrative department of the State Council.

8、出口食品生产者、食品原料的种植、养殖场均应取得国务院出入境检验检疫部门的注册备案资格。

Producers of export foods, plantations and breeding farms for food raw materials of export foods shall file a record with the exit-entry inspection and quarantine administrative department of the State Council.

9、出口食品应当符合进口国家、地区的强制性要求，并经检验检疫部门检测合格。

Food to be exported shall comply with the compulsory requirements of the importing country or region, and be tested and approved by the exit-entry inspection and quarantine authorities.

10、食品生产与经销商有义务确保其食品安全并承担社会责任。

Food producers and traders shall be responsible for the safety of foods, and also bear social responsibilities.
