BRUSSELS, Dec. 14 (Xinhua) -- Heads of state and government from European Union (EU) nations gathered here Friday to discuss issues of Kosovo, Iran and enlargement of the bloc, among other things.

    They will jointly discuss the developments in Kosovo with foreign ministers, according to a letter from Portuguese Prime Minister Jose Socrates to invite the leaders to take part in the meeting.

    EU top diplomat Javier Solana is to brief the leaders on the Iranian nuclear program at the one-day summit.

    "We use this session to finalize the draft conclusions which have been prepared by the Foreign Ministers, including the establishment of a Reflection Group and the Declaration on Globalization," said Socrates.

    The Reflection Group, formerly called wise men group, is expected to reflect the past of the EU and lay framework for the future of the bloc.
